OPERATIONS OF THE STUDENT COUNCIL
At Couva Anglican there is a Student Council and Prefect System in place. The Student Council and Prefect members are responsible for assisting in maintaining the rules of the school. They act in the absence of teachers and must set a positive example.
Two exemplar students from each class are selected from Standards 1 through Standards 5 by their teachers to serve on the Student Council. One other student is selected to serve as Class Prefect. Officers are elected from among the Council to run the operations of the group with guidance from the Liaison Teacher.
The Office and Roles of Officers are outlined as follows :
Roles of the Chairperson
· Is the chief spokesperson and officer of the Student Council;
· Represents the Student Council on the SBM Team;
· Calls meetings;
· Chairs meetings in a fair manner ensuring that all have an equal say;
· Has the casting vote if voting is divided equally;
· Signs any letters, notices, etc., that are issued by the Student Council;
· Liaises with the school’s Core SBM Team;
· Ensures that the Student Council is run effectively and efficiently;
· Prepares the agenda for each meeting with the Secretary;
· Signs the minutes from the previous meeting with the Secretary, on acceptance.
Role of the Deputy Chairperson
· Takes over the responsibilities of the chairperson when he/she is not available;
· Assists the chairperson in the organization of the Student Council;
· Accompanies the chairperson to meetings when necessary.
Roles of the Secretary
· Prepares the agenda for each meeting with the Chairperson and in consultation with the other officers of the Council;
· Circulates the agenda to all members in advance of the meeting or at the start of the meeting;
· Takes minutes at meetings and writes them up;
· Distributes/reads out minutes from previous meeting and on acceptance, signs them with the
Chairperson;
· Sends out letters and notice to members of the council of meetings stating time and place;
· Ensure that everyone is aware that meetings are being held.
Roles of the Treasurer
· Manages any funds raised by the Student Council;
· Keeps financial records in order and reports to the Student Council on the current financial status of the group;
· Makes a brief financial report at every Student Council meeting;
· Provides the Council and the Core SBM Team with a complete financial report at the end of the school year;
· As a general rule any payments made by the Treasurer must be countersigned or endorsed by another member of the Executive and the Liaison Teacher.
Roles of the Public Relations Officer
· Ensure that the school community is kept abreast of the activities of the Student Council;
· Keep notice boards / web page updated;
· Organize a suggestion box;
· Take photographs / electronic records of Student Council activities to accompany any reports or
notices;
· Promote effective and cordial communication between the Student Council and other stakeholders
such as students, teachers, school management and parents.
· Ensure that the Student Council maintains a high profile within the school. Student Council
members must consider wearing a symbol/badge to identify themselves as Student Council members.
